I think what they're referring to is that they have access to the Titans featured in the films but not the comics. This makes sense, since we have no 3D reference to go off of for Monsters like Camazotz or Na Kika, as well as a no consistent "art style" to go off of.
In other words, to get the comic titans into figures would require a lot of work to make it look like it came from the films to be consistent with the rest of the line.
