My assumption at the time is they are going to cap the height at around 250mm and every character 3 metres and above will be the same height. So jinbe, doflamingo, admirals, blackbeard, G4 Luffy, kuma, whitebeard, katakuri, kaido, etc. will all stand at the same height.
It's not ideal, but it works for me. I don't want them to be made purposely smaller when we know 250mm is achievable.
