I routinely hit those types of Targets (which are not near me, the nearest one is a good 10 miles in about an 45 minute traffic pile-up in a direction I don't normally ever travel) when I am looking for specific toys, and I usually check out the Legends since they are by the DC that I am shopping for. I rarely see anything worthwhile, and I assume that's due to scalpers.
The anon who suggested asking the clerks at the customer service line gave you the most useful advise, so man up and go ask him for your Kaine and Midge and whatever else you want. They can only answer for stores in their district and you might have to travel.
Your other option for in-person MLs is GameStop, or WalMart if those exist by you. WM is also an option for that Midge and otherwise you really need to learn to shop at someplace like Big Bad Toy Store or Entertainment Earth.
I don't normally buy MLs but did want one particular character and I just pre-ordered him last November, it's now in stock and I'm getting it shipped for a flat $4 from BBTS. I'm adding a few other in-stock things between now and March when I have no choice but to take delivery of my pile of loot.
