Barbie peaked in the early 90's at which time this was the most desired female body type in fashion and cinema. All of hollywood were on coke and not eating and fashion houses were still pushing angular designs like shoulder pads.
The doll in OP is a throw back to that era. Nowadays more body types exist, but this will always remain the iconic one.

Since the cloth used in Barbie clothes is so much thicker than what actual in-scale cloth would be, I always assumed they made the dolls with slender proportions so that they wouldn't look like they were overweight (or wearing parkas) when they were clothed.
