Its a fan-favorite and long requested combiner of a character that, outside a few crappy repaints, hasn't really had representation since the 80s, and it compliments two previous Transformers Haslab releases. If you have Victory Saber and Deathsaurus it only makes sense to get Liokaizer to go with them.
Also there was a pretty good tier-1 goal to drive fans towards early pledges. Also the haslabs are clearly working towards a full Victory line so engagement is only going to go up from here. The only Decepticon left is Dinoking too and those pretender shells are the perfect tier reward so I expect it to be next. I can't see Road Ceaser or Landcross getting the same kind of engagement. Greatshot would probably be the next Autobot since they did a Galaxy Shuttle/lunar base hybrid for the Legacy line to go with the rescue team members that came with Victory Saber and Deathsaurus. Greatshot got a figure in 2018 but I think it was a Takara mail away so he's an easy re-do. Also right now the bulk of Transformers fans are happy with the direction of the brand. Legacy went over well, so they're more willing to dump money into shit like this.
I do agree its over priced though.
