So I'm curious if there is a service similar to heroforge, but aimed at creating action figures instead of small none posable figures. I imagine it might be more costly due to action figures needing more parts for the various poses and so on.

Always been interested in something like this myself for my OCs. Hasbro had that Selfie series a little while back that seemed like it had potential to grow into something more, but the face scans were off and it got cancelled quickly. Looks like the best way is still customizing/kitbashing.

The closest you gonna get is Mythic Legions. Their action-figure parts are exchangeable, but to kitbash what you want, you need donors, so a lot of figs depending on what you want.

Hero Forge for action-figures is impossible due to cost. It may happen if 3D printing tech gets good enough to print durable non-grinding joints. Resins are getting better and better, nozzles for FDMs getting smaller, maybe in couple of years this may be possible, but not today.

Selling custom-printed kits you have to paint yourself that use universal joints is a really great idea, it’d cost a lot but if it was kind of interchangeable like Mythics it would be pretty great. I’d worry about the inevitable paint rub on amateur hand painted figures though.

That's pretty much how garage kit figures work. I have an old resin Samus that was more or less hand made but needed universal joints to be fully assembled. Of course the kit itself needed to be better drilled/remolded with putty and then completely painted for it to even work half way decently.

I've seen 3d print stuff try something similar, but 3d print plastics are just not strong enough at this point to handle general wear and tear from being played with.

There was a guy on Shapeways called Strangefate that had a bunch of relatively modular figures that you could mix and match to some degree. My mate bought a few of his skeletons and mixed parts between them.
Unfortunately, since Shapeways went ass up, he seems to have moved to Daz3d and just sell licenses to print his shit, and a lot of his old stuff doesn't seem to be on his page at all. I didn't even hear that Shapeways went bankrupt.
