The top side looks like it's just the purple flowers that are painted, and since they're all relatively flat and on the same plane, that's one single tampo to the green part. That pink butterfly might be painted, but its more likely a separate piece molded in that pink plastic along with the spinning tea cup in the same mold. Then the bottom half doesn't look like it has any paint at all. The pink flowers poking through the green base look like part of the pink lower outer shell. Mighty Max sets just seem to have smaller, more detailed pieces sculpted into them that make super simple paint apps like large tampos and stuff (like the purple flowers) more difficult or impossible to do.

>>11402658 do have paint, but again it looks like very large, very flat areas done via tampos. It may not seem like much, but with paint apps being very expensive these days, they'll certainly have to re-design the way any modern MM sets are made unless they're just very expensive.
