They absolutely could, Nowhere did I say they couldn't or side with the statement that they couldn't
I was saying the "hiding legs on the back" is a large reason why people hate Frame slop and makes getting 3/5 the real stop for Combiners
They purposefully release one Arm/One Leg to stall this so you don't get the full top and call it a day
It pushes you to buy a leg bot and then you cope and go "oh well I'm 3/5, Might as well complete the team"
Just for two to sit on the back of the legs and barely visible
The 3P Part that's the two Peg holes and bar is popular for that reason
You can spend less, get two parts and plug em to "complete" legs
