Mega Bloks had been doing Pokemon sets for years. no cards.
they should talk to the genius at McDonald's who manages to get Pokemon cards in Happy Meals a couple times per year. ask that guy how much it sells Happy Meals. A LOT.
Disney Lorcana put a couple of promo cards in stuff, so it's not impossible...
