They're the most iconic ones when talking about this show, even more than the Joker. The first Mr. Freeze episode won the series an Emmy and Harley Queen didn't even exist before BTAS. They're perfect choices really.

it is indeed black in the show but the light shining on the car makes it very blue in a majority of scenes. But you're right, it's just a matter of ligthing.
Some dude on youtube redid it in black and then put blue shading, I think that would have been the best version
