Its more McFarlane's soapbox to rattle the cages against the government, and kind of a commentary about the people who get "lost in the cracks" of society. Besides, half the time he treats Al like a hood thug anyway, since he was an assassin/mercenary who gunned down civilians, and there was that one time he gut-punched his pregnant wife, killing their unborn child.
What's more, there was a stretch of about 70 issues where Spawn "died" and Al got replaced with a white guy, and it was considered the worst, most boring run of the entire series.
