This is just sad.
It looks like a collection of sad mistakes, over exhausted slave/child/prison labor with no QC or even American distributor checks due to them being very minor discrepancies. I mean, light blue versus 'slightly darker blue' is just stupid nonsense, trying to make something out of nothing.

Toy-makers did lots of deliberate variants as well as "running changes" in the 90s. You should count how many variants there are of POTF2 red-card Boba Fett. It was normal, and collectors loved it.
