Made to order is risky because unless the order totals reach the MOQ then they'd lose money. It's easy for Hasbro to do it with stuff like the HISS where the majority of its costs were paid by the HASLAB run, but not so much with something entirely new.

I highly doubt this has anything to do with Hasbro. Hasbro Pulse doesn't ship to Mexico, so we buy them through 3rd parties, in this case this toy store (think like getting it through BBTS). I bought a few from them with no issues (the Dragonfly and the Rattler). This communication reads more like the store had issues on their own with getting the cantinas and are blaming Hasbro.
