In any case you will want to familiarize yourself with the Japanese purchase sites and similar US or what have you equivalent sites where you can buy and preorder stuff from.
The Gunpla/plamo general has a guide with a decent list of Japanese or import sites and the like. These usually apply to most of the stuff you can buy on /toy/ but aren't everything.
In the case of these figures in particular your best bet is Amazon right now, because the Japanese sites that carried them seem mostly to have sold out their stock.
