BUT! If they did that, they could have seperate molds of a differeing set of boat vehicles..
Like, Tidalwave is his Twin-Hull Cruiser, Submarine, And Landing Craft.
Broadside, however, would have an ariel vehicle(like a helicarrier, or jet carrier) in place of the Landing Craft that could hold Legend/Legion figures and would become retooled legs to differentiate him(along with a retooled head).
Sentinel would ditch the carrier for a more powerful Destroyer or Battleship design, giving him different arms (and that would have the tooling for the alternate head in it).
Plus, if you bought all three, you could mix and match them. For... whatever reason.
Just a possibility...
