Keep in mind that /jp/ is the Japanese culture board, so the posters there mostly discuss dolls with an anime aesthetic (and almost always female dolls of teenagers/adults), talk about customing their dolls to look like anime characters, sometimes discuss a NEET lifestyle, et cetera. Also the dolls are usually made by Japanese companies. Meanwhile the /toy/ general is used more by people who collect resin BJDs, which have a lot of different appearances but are usually more realistic rather than anime, and can be made not only by Japanese companies but Korean, Chinese, French, etc. They also are not 'only sexy girls' as the anime dolls discussed on /jp/ tend to be but also men, cute animals or cute children, fantasy creatures, book or television characters, et cetera.
Also, mostly as a consequence of the type of doll discused, /jp/ thread is mostly men and /toy/ thread is mostly women (the breakdown is similar at irl events for the different types of dolls.)
Some people do like both types of dolls so there's a lot of crossboarding. The mockery of one another is not really serious. Although, /jp/ is honestly more likely to be able to tell people where to buy doll-related sex toys, that part we're serious about.
