If you buy 3.0 for your PS4 you get Boba Fett added onto it. Though I would personally say wait for sales, Disney Infinity stuff is always on sale, always.
I bought Stitch, then I bought the 2.0 Toy Box for like $15, and then it snowballed down from there.
If you grab the 1.0 PC client you can also play The Incredibles play set for free, though I hear the 1.0 stuff is only somewhat decent, and generally picking up any of the PC clients gives you a small taste.

>What are discs for?Round disks are costume changes, team ups, and special events like casting invulnerability or mortar strikes. They also have a secondary ability like increased melee or ranged damage which is hilariously overpowered, but only works on certain characters if you have the PC version. The others are for vehicles, secondary weapons, and texture changes.
>How fun is this?Depends. It's simple but the combat is decent and can get to be pretty hard in the Play Sets(Particularly 3.0), but outside of the Play Sets the quality and fun drops off very very fast unless you're creative.
