A BJD is not some umbrella term for all kinds of dolls with joints, there are some specific things about them the other anon already mentioned (special type of joints, strings, usually made of resin, intended to be fully customizable, hand made etc.).
Pullip, Blythe, MH, Barbie, Azone etc. are all not BJDs.
Also I think the reason people react all "60$? Really?" is because it seems you put zero thought into this.
You want a full-set, just think what this means.
You need a full doll, with a painted face, hair, eyes, clothes AND you need to pay shipping on top.
If you deduct 20$ for shipping alone (and that might be depending on the shop and where you live still crazily cheap) you are left with 8 bucks per piece.
You really think someone would paint you a doll face for 8 bucks?
Heck, even most, if not all, Azone Pure Neemo releases are more expensive than that and they are mass made with rooted hair and printed on faces.
I still think they are your best choice if you just want some cute doll to play with, because they are super charming, can pose quite well for their type (all my Blythe have PN bodies because of that) and are good quality.
You sometimes can get them for "cheap" on Mandarake too.
If you want to start customizing dolls, incl. painting them, start with MH.
