At least, not for every figure. They didn't have Ahsoka, Luke, or any of the upcoming wave's figures as single offerings. The smallest you could buy was a three-figure set for $75 from them.
I'm not even really much of an SW collector, but SW isn't the only line they do stuff like this for. Some sites do it to prevent the one or two highly desired figures from being immediately sold out, and then them being stuck with all the shitty pegwarmars/revision figures everyone already has.
This isn't really a new or weird concept, as a lot of sites actually do it.
