Say someone uses 2 different NECA figures, that's immediately $25 a figure to get those parts. Boom, we're already to $50 or they don't break even on the parts alone. Now you have to factor in time, effort, their art supplies, etc.
Like I made this here Doom Marine as a favor to a friend, their entire collection went up in a fire. The head is a Dutch, upper body is Duke Nukem, and the legs are a Bionic Commando. I should have charged like $60 or more just so I could break even on my own parts investment, just for the parts. There's the time and effort needed too.
A big thing is just how complex the job is. Say you supply the figure and your demand is, "I want it repainted." A lot of customizers have some kind of flat rate on that of stuff. You can lower the cost to yourself by supplying the parts to yourself, but at the end of the day you're still paying for someone's time and effort.
