The best figures in terms of just purely being good toys would be the Lasers (Laser Rods, Laser Cycles, Laser Optimus), the Combat Heroes, Dreadwind and Smokescreen, and the Cyberjets, which are as posable as a lot of modern-day figures and have a host of cool tricks besides (though some of them have durability issues).
The Go-Bots are legion on the aftermarket and pretty neat, being transforming Hot Wheels and all, but they're almost entirely identical, so you're either going to collect one or collect the set.
The G1 redecoes are a mixed bag. Sideswipe and Jazz are beautiful, chrome Minibots and Dinobots are pretty cool, Optimus and Inferno are basically the same, Starscream and the Constructicons are more of a sidegrade than anything. The Aerialbots, Combaticons, and Ramjet are, if nothing else, hilarious.
The Rotor Force and Auto Rollers are quite neat, as gimmick toys go. Same with the Euro-G1 stuff, like the Color Changers, the Skyscorchers, and the Axelerators. They're pretty cheap and in very low demand. Tank Megatron is big, stupid, and completely ridiculous. Thew loves it.
The Power Masters are pretty much garbage, and being exclusive to Europe and Australia, they're expensive garbage. Avoid.
