He's kind of cute in a derpy sort of way, but I assure you you've got the wrong people.

/toy/ knows plastic. And there's been many millions of teddy bears made all over the world for about a hundred years.

I dont know, but I can guess that it's from sometime between ~1950-1970 or so. My mother had one of a similar design, but it's clearly not the same make or even brand.
