There are other factors, the brand much like many others has a reliance on characters we've seen before time and time again, do you remember a line where we haven't had an optimus prime, megatronus ...er sorta fills the gap left by megatron and in the same universe megatron was there long before, as much as I personally hated the original cw optimus prime and his hulk like proportions they KNEW he would sell quicker than silver bolt would because of that same prominence.
I thought about just making whole new characters or giving updated forms for guys we've long forgotten but I then realized how stupid it would be if leader-1 from armada became a full sized transformer, and a simply bio may not cut it for a character we don't know, with some collectors sperging about that it might be a retool of a character we know better, example being sentinel prime (he has existed before but not for such a looooooong time)
