Hasbro stopped releasing things for Dollar General because Dollar General didn't want more product or because it would cost too much.
We're already seeing 4" figures being $13, so it's likely just being priced out of their stores.
We generally see figures going for far less when they're in multi-packs, but everyone makes more money by selling these more expensive options. These bulk deals are always a great deal for everyone: manufacturer, retailer, and customer.
As for waiting on clearance, i don't. I'll buy whatever I like and i see. I learned long ago that you can't wait or hold off from buying something, because even when a peg is full of that one figure you want, it might end up being popular and then rare.
That said, i've rarely seen GI Joes in Rosses or Marshalseses.
