It serves several purposes - first and foremost it protects paints from minor scratches. Secondly, it can provide a surface treatment in finish, ranging from gloss, semi-gloss, satin, to flat/matte. Third, it can be used to level out and mask near invisible micro imperfections on a surface by embedding into the cracks and scratches. Fourth, it can be used as an "in between" layer when airbrushing, such that it can act as a barrier so that a top layer of paint can be removed without affecting the layer below.
