I thought it was popular, I was really into it along with the Brave series, Microman, Gundams and Super Sentai (see a pattern?). So I was the natural target for it. Might not be part of the common people.
I don't really remember others who were buying the toys. Everyone in my circle were into Pokemon and DB and other Jump titles. And video games, I wasn't that into those.
The tone was much lighter, everyone had some kind of speech quirk or running gags, and had a pretty big name VA cast.
Many dialogues were ad lib by the VA. Broke forth wall at times too.
I was reading Comic BomBom so naturally I kept going with II and Neo. Thought they were not as good compared to CGI BW. Which by the way ended with Primal crushing into the moon, so I was very confused, Then they did the Metals movie and I was more confused to why this wasn't on TV anymore.
Anyways, I think it stuck in the minds of much more hardcore fans than to the general public.
Apparently kids who grew up reading Comic BomBom are, well, on the stronger side of otaku culture.
