the mini figures are from the Digimon 02 wonder capsule chocolate toy eggs collection sold around the same time, pretty sure the humans are rares. They were a pain in the ass to find back when they came out, I ate so many chocolate eggs to try and get them since 90% of the prizes are monsters. Once in a while they will turn up in a bulk toy lot, it has taken me a few years to find this many though since it is random what human turns up. I still need to find kari, yolei, normal ken, and matt to finish my set.
