Because there aren't any official replica puppets on the market, and most people who would be capable of making one are afraid of getting the Disney law-hammer. There was a company like a decade ago that made several Muppet photo puppet replicas - stuffed, articulated, not actually usable as puppets - that were absolutely spot-on, but they've since gone under and all of their releases are hard to find and expensive.
