The movement is a huge issue with Heisei suits (and by proxy choreography) but I think it goes further than that, some of the Godzilla suits looked really disgusting, Bio-Goji starts off fine but then you end up overdoing the bulk and having situations like RadoGoji that cause most of the torso to be consumed by the legs upward, and BatoGoji is very "lumpy," with a borderline cartoon face. Ghido-Goji in a static pose is generally praised, but in motion it struggles, and the 84Goji isn't without flaws, especially the contradicting shots between it and the misstepped-but-still-admirable Cybot.
I think beyond just Godzilla suits, other monsters were a problem too. Heisei MechaG is pretty much universally considered the most bland of all Mecha Zillas, Destoroyah's has dumb stubby feet I just can't unsee, and they flubbed on pretty much every prop. Mothra is at her worst with those jarring chicken legs, they couldn't even consistently keep up with the number of talons that midget-Rodan had between shots, and both adult Mothra and Battra are as stiff as a board.
There were strong points with Biollante, Burning G, and Heisei Ghidorah (even though original Astro-Monster Ghidorah is way better design and storywise) and Mecha King Ghidora, but they couldn't have a perfect record and had to make the Dorats. I guess Rodan could vary but I think it's look bad compared to the original's suiit and prop form. Overall I think Heisei was a pretty bad time for the Toho series but SFX-wise and creatively.
