Just because it's packaging doesn't give someone the right to tear it to pieces - you wouldn't let a shop clerk take something you've just bought and tear it up, so why should Customs get to?
Customs officers are lazy parasites and do this shit all the time, so I'm fully in favour of any excuse to get back at them whenever possible.
