The "Evil Queen" in Once Upon a Time is not "The Evil Queen" in Disney's Snow White and the Seven Dwarves animated film. Snow White/Mary Margaret in Once Upon a Time is not Snow White in Disney's Snow White and the Seven Dwarves animated film.
They are inspired by fairy tales, as well as Disney interpretations of fairy tales. Some of them, like Elsa/Anna/Kristoff, are transplanted from their films with some additional added canon. Most of the characters are "let's take a fairy tale character and go from there." Some of them are "let's take a Disney character and go from there." Almost none of them resemble their fairy tale or Disney counterparts in terms of personality, backstory, relationships, etc.
Otherwise, you are saying that Pinocchio from Disney's Pinocchio the animated film is literally the same character as Pinnochio in Once Upon a Time, who after being turned into a real boy, was sent to the real world in a magic cupboard by Gepetto who struck a deal with the Blue Fairy to save his son from a magic curse implemented by the Evil Queen that would send everyone to Maine, abandoned 28-year old Snow White's baby on the side of the road, grew up to be a womanizer alcoholic, went back to find Snow White's baby 28 years later because he was slowly turning into wood, blah blah etc etc.
They are not the same characters. The fact that you can't see this leads me to believe you haven't even watched the show.
