Correct he was designed by Bengus (Going by the pen name CRMK) his inspiration for the look was a unused Cyberbots design.

Actually MVC4 has been allegedly greenlit, so who knows? It'll obviously be a BAF though, so it's just one palette.

By far my favorite design for it.

Pretty much all of the MvC2 designs were the best versions of the characters

Manly characters were manly
Cute characters were cute
Sexy characters were sexy but not overly so
Etc etc

Bengus was not a designer, he was an illustrator. The design probably came from Akiman or someone else on the spriting team.
