TotY is anything released between 01-01-16 to 12-31-16. Always had been, always will be. MFC is the standard for finding import release dates, youtube and major news site review dates have been the standard for domestics unless the review explicitly states it's an early sample or the reviewer is known for getting early samples.
The dispute has always been how long you wait before making a TotY thread. EMS shipping timeframe (5 business days max) has been the accepted standard. So the definitive TotY thread will be the second week of January.
