A "figure" is a figure, and depending on intended purpose may or may not be a toy. An action figure is a toy.

Yes? It does? I had plenty of static/unarticulated figures as a kid, but they were still toys. I had a bunch of Digimon figures I played with as a kid, are you trying to tell me that they aren't toys?
