TF is a series known for bringing characters back to life on a whim because they're all robots but it is nice when they actually stick to killing off a character and letting them stay dead so it actually means something. Also, what made Shockwave insteresting was his schemes and plots to gain power. We saw what he did when he finally had it and I guarantee you that him having the Matrix would play out essentially the same. I also don't really think it necessary to have him go back to his old personality before he was turned into Shockwave and have him reform like Megs did.

Megs is easily the most interesting choice. He got his start fighting against the Primes (even if they were in name only) and now he becomes one? That's going to be some major internal conflict, even if he has declared himself an Autobot and renounced his old ways.
