So even if that prototype is actually a pre-mold painted prototype, sculpt detail transfers almost 1:1. The differences are so minute you nor I would be able to tell from any photo, especially when toy makers already take the mold shrinkage into account.
For fucks sake, you're basing your criticism on an internet picture of a toy inside a glossy bubble in strong lighting that will wash out any detail in the first place.
Something that is hand painted and using semi-gloss paints is always going to look more detailed than a cheaply done Chinese toy using super glossy paints that basically fuses with the plastic.
Have a Hasbro toy whose head was enlarged (note: detail is lost during recasts) and hand painted, yet looks more detailed than Hasbro's effort because being hand painted and sprayed with a matte spray allows all the details to show through.
