I thought that, but the head I think is 1/3 and I can only see Phicen in 1/6 scale.

The head is most likely a Volks Dollfie Dream head, which are indeed 1/3.
I know there are 1/3 seamless silicone bodies, but I can't remember the company name anymore.

Maybe try the /jp/ doll thread, they are more into the lewd anime vinyl dolls:

Arte Tokio is one of the companies that makes 1/3 seamless silicone bodies, and yes, people usually use them with Volks Dollfie Dream heads, or Azone or Obitsu heads
