A good photographer will take good pictures regardless of their kit and a mediocre photographer isn't going to take better pictures just because the camera is better
Top Left was taken with an iPhone 4. Nothing to write home about but I've seen people take worse with a full frame four-figure camera
Top right is shortly after I got my Sony A200. Its a better camera than a cell phone but since I still didn't really know how to use it and was still learning basic photography the final product is worse than the previous one even though the camera is better
Bottom left is the same camera after something like 3 years. Its an improvement even though its the same camera. However, I found myself wanting something faster, more light sensitive, and sharper. This one takes relatively soft images that don't blow up very well. Anytime you hear someone tell me I need to focus it isn't a problem with focusing; its the image quality.
Bottom right was taken with my first outing with my Nikon D5100. Everything about this camera is better, so the images are a step up but that's also mostly due to the fact that I've also gotten better before getting a new kit.

Shadywar posts around here on the 1:18 and Acid Rain generals. Sgtbananas is one ofmy favorites and the inspiration for me throwing rocks on the bottom right picture. His shit just comes alive. I also highly recommend Hot.Kenobi. He's great but very simple and minimalist proving you don't need to trek outside or build a shitty alley dio to take great pics.
A good camera will do well with a skilled photographer but gear isn't everything and no matter how expensive the camera a bad photographer will always take bad photos.
