There were already more on the way when the bitching started, but due to Hasbro's general reluctance to include girl characters in what they see as a boy's toy line, so the initial shipments focused more heavily on Finn, Kylo and Poe merch.
The issue with Jyn and Cassian may be because they still tend to think that main characters are automatically the biggest sellers (despite years of evidence to the contrary- Han figures have never been anywhere near as popular as Hasbro seems to continuously assume for example) but that still doesn't explain why they shipped solid cases of them, multiple times. This isn't something they usually do, and in the rare cases that they do ship solid cases it's due to overwhelming demand, but there was no demand for Jyn or Cassian. This was done a few months after the initial Rogue One figures had already hit, so they'd had time to weigh in whether either figure was popular enough to warrant solid cases but neither was a high seller (none of the Rogue One BS wave were really standouts as far as high sellers, but K2, unmasked Kylo and the Death Trooper tended to sell out faster than Jyn and Cassian). So the reasoning behind this is completely baffling.
