The design is based on a large CG artist contest called Dominance war held 7 years years ago. Back when I was studying to be a 3D modeler this design was extremely impressive because of the huge amount of technical expertise it took to design this model. Its not impressive now but 11 years ago a model with that much detail at that polycount level with that much detail was unheard of. The artists optimization of his UV space is practically perfect considering how low resolution that texture is he managed to squeeze in a fuckload of detail. It's really hard to go into further detail unless you know a lot about 3D modeling and texturing for game and animation. To give you an example one of the most mainstream and probably highest detailed model of this things era was Marcus Fenix from GOW and his polycount was almost double. This day and age though this model is pretty standard and would be almost mobile tier.

I'm not a big enough tranny fan to be able to tell eras of them apart but Beast Wars onwards seems to cover a good chunk of it.
The newer toys just seem to break into a mass of random shapes and the colors don't help.

The more simple G1 style stuff doesn't have that issue as much.
