Red Skull and Iron Monger got close, Red Skull via Marvel Select and supposedly there's a high end toy of the Iron Monger but I have no idea if that ever actually got made.
We're living in a golden age of MCU villain toys, if "the last twelve months" can be considered an age. I collect them semi-impulsively, and of the 6 inch offerings, most of my collection is less than a year old. The only MCU villains I have from before 2016 were the Winter Soldier, the Marvel Select Red Skull (it's not great but it's passable), an Abomination that I really don't care for or display, a Chitauri that likewise, Loki, and I guess the War Machine and Iron Patriot, if you would count those. And in the last twelve months we've gotten Mordo, Ego, Vulture, Hela, another Loki, Elektra, Nebula, and I guess Yondu and the Punisher if you would count them. And, I guess, Ultron.
The future is murky:
I can't see them failing to make another Thanos BAF, though I suspect that his Black Order won't make the cut unless one of them both really hits it off with audiences and also survives the movie, then they might get the Loki treatment.
As fun as a Netflix Marvel Wave 2 made up entirely of villainous guys in suits would be, I don't foresee any of them happening.
Ant Man and Wasp has a female Ghost as the villain, which is in the overlapping segment of "villains" and "girls" that supposedly don't sell well, but I guess we'll see.
And, as neat as it would be, I can't imagine we'll ever see toys of either of the Wards.
