It's a gimmick many toys have where a "light up" effect is achieved by clever placement of clear plastic and a rear-facing light source, pic stolen from the TF wiki article on the subject.

speaking of the light piping and trasnformers prime if i remember right both it versions of frenzy and rumble had light piping in there heads and chest giving off a cool effect
