How many of the gym leaders, professors, rivals, etc do you think match her popularity? Being more prominent in a game isn't as important as being well liked and there hasn't been a gym leader character as popular as her and Mallow since Skyla and Elesa. Most of the main characters, rivals and so forth have little chance of being made. Maybe Dawn, Serena, Hilde, Bianca and some of the other girls, but if you're expecting Goodsmile to randomly make a character like Brendon or Silver, then you have no idea who the audience for these figures is or how their marketing works.
Cute girls will always take prominence over main characters, especially main characters that aren't particular prominent and havent been relevant in decades.
