Can't for the fucking life of me remember the name of these toys I had as a kid and it's killing me.

They would have been out around the early 90s. They were tiny characters on small boards with wheels. Maybe 5 came per package, and there were probably 30 or 35 characters total.

Characters I remember: Baby with a bottle gun smoking a cigar, giant head with a mohawk, baseball player with flaming bat, man with giant hands as ears, gorilla in chains, bat, surfer dude riding a wave
