I saw this figure included in an eBay lot. I remember having him as a kid, but I don't remember anything else about the character or series. Do you know what/where he's from?

It's a figure of the main character of Asamiya Kia's Dark Angel manga series, he also seemed to have done some western comic collaborations (cape shit, I think).
As far as I know the fig was made by Mcfarlane along with their sad attempts at other manga character figs like Kaneda from Akira. That was at the end of the 90s or early 00s when they tried to cash in on the desperation of western otaku types.

I don't think McFarlane ever made a Dark Angel figure and I'm sure the figure in the OP isn't a McFarlane figure. The character is right, but it's most likely a gapshon prize or something seeing it's mush sculpt and complete lack of articulation. It could also be a bandai product as they did run a short lived Anime line of figures in the states back in the early 2000s. The Escaflowne figure to the top left of the pic is probably that figure, which also came with little Vaan and Hitomi figurines. Though again, I don't recall them making a Dark Angel figure as I only know they did Escaflowne, Big-O and Outlaw Star sets.

Thank you! I remember the McFarlane line from back then. The Akira figures looked like garbage even by the standards of the time, and the Tenchi figure was another wasted opportunity, but I had pic related and thought he was cool.

Yeah, it was a shitty sculpt and had barely any articulation. Turns out Toycom is the manufacturer. They also released equally terrible Kenshin, Ghost in the Shell, and King of the Hell figures around the same time.
