Jyn toys already flopped hard, Rey is decently popular with little girls but adult Star Wars fans are rejecting her and Hasbro is already overshipping her because of the dumb "Where's Rey?" controversy that normies and sojus who didn't understand that she had a figure in every size class but the jumbo figures started. And said figure was announced too they were just to stupid to do research past looking at a shelf. Sabine is fine but girls don't want armor and collectors are pissed that it doesn't look anything like her. But that leaves Leia and Ahsoka to carry the line and the Leia figure people would want is an exclusive locked to a dying store.
The lack of notable female characters in the franchise is another big problem. They stacked them all in wave one. So where does that leave the future? Can they really bank on waves of lesser characters like Shaak Ti and Aayla Secura? It's important to balance out filler characters and main characters. The cartoon is also really fucking ugly and a terrible promotional tool because it's so cheap that it's almost unwatchable.
On top of all that the dolls are just not eye catching. They're a line of bland boring earth tones with no potential for fun new outfits and three white girls with brown hair tied in a bun. What little girl looks at the shelf and says "Mommy I want the one in the brown rags!" Sabine and Speeder Leia are colorful but not many girls are going to want the "badass armor doll" and Leia's a variant that shouldn't be anywhere near wave one.
