So I bought 100 3.75 inch clone pilots and I'm looking to customize them and give them ranks. I'd also like to replace their pilot helmets with standard phase 1 clone trooper helmets and I can't seem to find them so how could I get some of those helmets

Why didn't you just buy 100 phase1 troopers?
If you can't find phase 1 heads I'd say strip the paint on all their heads and cut out fins from stray plastic, latch it on with hot glue or something similar, and then paint it.

I checked that out first but it's way more expensive to buy the phase 1 clone troopers. I'm willing to spend a couple hundred dollars but that'd be around 400 just for the troopers. Also I'm trying to recreate some of these Arc troopers and the helmets and pauldrons should be no problem but the skirt seems a little more complicated. Not sure what materials to use or hot to best attach it

Model to fit the figure, 3d print using frosted detail extreme from shapeways, resin recast using smooth-on starter kkt. It's a ton of work though

Which phase one have the same ball peg? I just recently tried to put my phase 1 heads onto my phase 2 bodies, (because the articulation on the phase 2 bodies is slightly better on the legs) but the ball pegs for the heads are slightly off.

Get one Hasbro phase 1 helmet and make a mold of it. And then go in and sand it and paint it.

or buy casts of the mold. Back in the day some ebay sellers had them. Imperial shipyards also let people sell their casts on there. Not sure about now
