What a coincidence, bought 2 of that exact cape OP. It was shipped a few days ago and hasn't arrived yet.
Other than that though, bought another custom cape from eBay china and it all went smoothly.

Looks like a destroyed tent or umbrella.

Doesn't have a good texture for something that's supposed to be cloth.
