Point though is that Hasbro uses the dots only for intricate details that is only possible from fine air brushing and tiny details that would be very ugly if done by hand. So you can get a convincing shadowing effect or spare hair/stubble when it's not painted undearneath, because of how smartly it's used.
To make it convincing, they use the combination of spray apps and the prints, so it doesn't look like a low resolution print job like you see on the figuarts.
Basically, Hasbro is spending more money by using more paint apps rather than just relying on a decal being applied to the face.
So you don't get flesh colored plastic appear as dots under areas that should solid colors, like the eyes, lips, eyebrows, etc like on the figuarts.
