That means they can't be owned by those under 14 - which excludes most of 4chan users. That also means they can be owned without license, but can't legally be homebuilt - only bough, with a receipt, that doubles as your license so better fucking keep it. Which takes all the fun out of 3D printing.
All in all, I think I'll stay well under 150 FPS, than you very much. Those are considered toys, with the only reglamentation about them being, and I quote, "common sense" (hey, Spanish weapons laws DO have their fine points!)
